Empirical Laboratories, LLC (EL) originated in 1967 as the in-house laboratory division of AWARE, Inc., a national consulting firm. Subsequent changes in ownership included Eckenfelder Laboratory, Brown & Caldwell, and in 2000, ELAB, Inc. a nationally respected analytical services laboratory located in Ormond Beach, FL.
In January, 2004, a combination of ELAB, Inc. and Elab of Tennessee, LLC management established a partnership with Sheila McLendon, a financial and business executive with over fifteen years experience in the environmental laboratory marketplace, acquiring majority ownership of what is now Empirical Laboratories, LLC (EL).
As though our industry expertise weren’t enough, as of June, 2004 EL took the bold step of applying for certification as a small, disadvantaged business (SDB) with the Small Business Administration (SBA) and received official confirmation of this certification from the SBA in January, 2005. Also in 2005, EL was certified as a HubZone business by the Small Business Administration. With the combination of its small, disadvantaged business SDB status and HubZone business certification, thirty-year professional business operator, Ms. Sheila McLendon, takes the helm as majority owner and CEO. Twenty-eight year Eckenfelder veteran, Rick Davis is Vice President of Operations and Laboratory Director, joining other owners as a principal in the company.
Capable of handling large site investigation and remediation projects, EL’s SDB and HubZone status offers prime contractors and environmental consultants the benefit of meeting federal government set aside requirements for small disadvantage businesses. We stand on merit having demonstrated an outstanding and proven track record represented by our long-standing clients.
We are well-versed in specialized testing services, our project experience includes over 50 Superfund sites, numerous defense arsenals, as well as Fortune 500 companies.

As an independent, full-service environmental laboratory, EL represents the culmination of over three decades experience offering a complete range of environmental testing services, as well as the ability to deliver full CLP data packages and personalized client services. Testing services include analysis of conventional and priority pollutants in ground, surface and drinking waters, air, tissue, industrial wastewaters, solid waste, soils and water supplies. Samples are analyzed in strict accordance with state and federal regulations and/or permit specifications. We also provide sampling services, courier and shipping services, and user friendly sampling kits. Certifications include United States Army Corp of Engineers (USACE), National Environmental Laboratory Accreditation Conference (NELAC), Environmental Protection Agency (EPA), U. S. Navy, as well as multiple state certifications.
With more than thirty-five years experience providing analytical support to the engineering/consultant communities, Empirical Laboratories (EL) has earned a reputation as one of the most qualified and reliable environmental laboratories in the industry.
EL has performed services for a number of large ID/IQ federal contracts for agencies including the EPA, U.S. Army, Navy and Air Force, as well as the Department of Defense (DOD) and the Department of Energy (DOE). Projects have entailed inorganic, organic and radiochemical parameters on a variety of matrices.
